The Senior HR Manager is responsible for leading and managing all facets of Human Resources operations within a hotel casino environment. This role oversees strategic and operational HR functions including talent acquisition, employee relations, benefits and compensation, learning and development, performance management, labor compliance, organizational development, payroll coordination, and HR policy implementation.
The ideal candidate must possess proven hands-on knowledge and leadership experience across all areas of HR management, preferably within integrated resorts, casino hotels, luxury hospitality, or large-scale service operations. The role requires a strong understanding of hospitality culture, gaming compliance requirements, workforce planning, and employee engagement in a 24/7 operational environment.
What You'll Do:
• Lead and manage the overall Human Resources function
• Develop and implement HR strategies aligned with business objectives
• Serve as a strategic partner to senior management on workforce and organizational matters
• Ensure HR operations support both hotel and casino operational requirements
• Oversee end-to-end recruitment for all departments including hotel operations, gaming, F&B, security, finance, and executive roles
• Develop manpower planning and succession strategies
• Ensure timely hiring of qualified candidates in a high-volume environment
• Manage employer branding and recruitment partnerships
• Handle employee grievances, disciplinary actions, investigations, and conflict resolution
• Promote positive employee relations and maintain workplace harmony
• Ensure fair and consistent application of company policies and procedures
• Advise department heads on employee management matters
• Oversee salary administration, benefits programs, incentives, and payroll coordination
• Conduct compensation benchmarking and market analysis
• Ensure accurate administration of employee benefits and government-mandated programs
• Monitor labor cost controls and workforce budgets
• Identify organizational training needs and develop learning initiatives
• Oversee orientation, leadership development, compliance training, and service excellence programs
• Support career development and succession planning initiatives
• Foster a culture of continuous learning and employee engagement
• Lead performance appraisal processes and talent evaluation programs
• Coach managers on performance improvement planning and employee development
• Monitor workforce productivity and retention initiatives
• Support organizational effectiveness programs
• Ensure compliance with labor laws, gaming regulations, occupational safety standards, and company policies
• Maintain updated HR records and documentation
• Manage audits, compliance reporting, and legal HR requirements
• Liaise with government agencies and regulatory bodies when necessary
• Oversee HR systems, personnel records, and reporting functions
• Develop and update HR policies, SOPs, and employee handbooks
• Analyze HR metrics and provide management reports
• Ensure confidentiality and integrity of employee information
What You'll Need:
• Bachelor’s degree in Human Resources, Psychology, Business Administration, or related field
• Master’s degree or HR certification is an advantage
• Minimum 10–15 years of progressive HR experience, with at least 8 years in a managerial leadership role
• Strong experience in hotel, casino, integrated resort, or luxury hospitality operations preferred
• Proven knowledge and hands-on experience in all facets of Human Resources management
• Strong understanding of labor laws, HR best practices, and employee relations
• Experience handling large and diverse workforces in a 24/7 operational environment
• Strong leadership and people management skills
• Excellent interpersonal and communication abilities
• Strategic thinking and problem-solving capability
• High level of professionalism and confidentiality
• Strong organizational and decision-making skills
• Ability to manage multiple priorities in a fast-paced environment
• Proficiency in HRIS systems and Microsoft Office applications
• Able to work in a fast-paced hotel casino and hospitality setting
• May require flexible hours, weekends, and holiday availability
• Frequent interaction with operational leaders, gaming staff, and executives
